John Voorhees, Chief Operating Officer, manages the day to day operations of Applied Policy as well as providing executive oversight for client relations and policy consulting.

John’s long-time connection with the Centers for Medicare & Medicaid Services (CMS) has helped Applied Policy’s clients, including durable medical equipment, hospice, and hospital clients, navigate within the agency to present issues and get responses about coding, coverage and reimbursement, claims denial, competitive bidding and other issues confronting the healthcare industry.

Prior to joining Applied Policy, John spent eleven years at CMS. He was Senior Advisor to several of the Agency’s most senior leaders, including the CMS Administrator, Chief Operating Officer and the Medicare Beneficiary Ombudsman. He was Director of the Office of Operations Management and the Agency’s Chief Administrative Officer.

At CMS, John was in charge of both operational and programmatic management of the Agency. As Chief Administrative Officer, he oversaw the Agency’s annual award of more than $900 million in contracts and development of the Agency’s strategic plan. As Senior Advisor to the Chief Operating Officer, John was recognized for his work in helping the Agency enroll 24 million Medicare beneficiaries during implementation of the Medicare Modernization Act.

John also led an agency-wide effort to develop policy recommendations to improve access and eliminate waste throughout the Medicare system. He and his team delivered recommendations directly to the CMS Administrator as well as to Capitol Hill through an annual report to Congress.
