Carl Mallory is Applied Policy’s Vice President of Healthcare Services. A strategist with an extensive background in external affairs, public administration and healthcare, Carl has not only facilitated his skillset in developing and executing public strategies with programs that align with organizational and advanced business objectives, but also in improving the quality of lives in communities most underserved.
Before joining Applied Policy, Carl concentrated his career focus in government relations, legislation, regulatory affairs, and policy through his positions at the State of Tennessee Department of Health as Deputy Commissioner and Chief Operating Officer, and Mercy Health System as Vice President of Government Relations.
During his appointment with the State of Tennessee, he was responsible for budget, human resources, information technology systems, facilities management, safety, and security for 126 clinics and led the launch of the electronic public health information records portal in 95 counties. Creating a talent management program, he successfully reduced vacant positions by 62%, with 92% of staff supervisors trained and certified in learning, development, succession planning, onboarding, and retention for 3800 employees. Also, presenting and receiving approval from the Tennessee Finance Ways and Means Committee for a $600 million annual budget.
At Mercy Health System, Carl’s strategic skills and implementation processes successfully increased bill support/oppose/amend success rate significantly, also leading the advocacy efforts with the federal delegation to include 340B status in the FY 2022 annual omnibus spending legislation, preventing the loss of $22.5 million per year.
