Hugh O’Connor, MPA, is a Health Policy Associate at Applied Policy, where he works with health services clients on a range of regulatory and policy issues.

Before joining Applied Policy, Hugh worked as a Data and Policy Analyst at Acumen, LLC, contributing to contracts with federal agencies, including the Centers for Medicare & Medicaid Services (CMS) and the Health Resources and Services Administration (HRSA). He primarily focused on the Post-Acute Care Quality Reporting Program (PAC QRP), serving as lead author for two proposals included in the Inpatient Rehabilitation Facility and Long-Term Care Hospital final rules and for one quality measure. He also supported the organization and facilitation of technical expert panels.

In addition to his contributions to PAC QRP, Hugh supported two CMS alternative payment models—Bundled Payments for Care Improvement Advanced (BPCI-Advanced) and the Merit-Based Incentive Payment System (MIPS).

Hugh earned both his Bachelor of Arts in History with honors and his Master of Public Affairs from Brown University.
