Applied Policy has one of the only former drafters from the U.S. Senate’s Office of the Legislative Counsel on staff. With this expertise, we can help turn our clients’ policy proposals into legislation that is ready for introduction in the U.S. House of Representatives or the Senate. Working with former CMS economists and actuaries, we can develop cost-estimates in a style similar to the “scores” delivered by the Congressional Budget Office (CBO). In addition, we can analyze legislative proposals so that our clients can assess the impacts on their organization and make suggestions for amendments, if needed. In addition, our plain-English explanations of the legislative provision, scoring assumptions and methodology make it easy for clients and those they seek to influence to understand.

James G. Scott, President and CEO of Applied Policy, was an Assistant Counsel with the Office of the Legislative Counsel of the U.S. Senate. Jim served as a principal drafter of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 and other Medicare legislation. Jim and his work were recognized through the unanimous passage of a Senate Resolution and in numerous statements by Senators and Representatives printed in the Congressional Record.

Using this experience, Applied Policy has built the capability to transform a client’s policy proposal into actionable legislative language, ready for introduction in Congress. We make sure that the language is drafted in a narrowly tailored way in order to avoid interpretation issues post-enactment. Additionally, we have partnered with former CMS economists and actuaries to develop an impact analysis similar to those developed and released by the Congressional Budget Office (“scores”). We couple the draft language and impact analysis with easy to understand explanations of the legislative provisions, scoring assumptions, and methodology for easy dissemination.
